Matter and Thread answer different questions

Matter describes the device-control layer, while Thread provides a low-power IP mesh for supported accessories. A Matter-over-Thread sensor or lock needs both a Matter commissioning path and a compatible Thread network path.

Name the controller and border router separately

The Matter controller commissions and manages the accessory. The Thread border router connects the Thread mesh to the wider IP network. One hub can perform both roles, but a phone, speaker, display, or hub should be checked by its exact model and software.

Wi-Fi Matter devices do not need Thread
